Notice of Open House and Council Public Meeting - CIP-24-0001


COMMUNITY IMPROVEMENT PLAN FOR AFFORDABLE HOUSING AND SUSTAINABLE DESIGN

The City of Richmond Hill is hosting a Public Open House and a Council Public Meeting pursuant to Section 28(5) of the Planning Act, R.S.O. 1990, as amended, to solicit comments on the draft Community Improvement Plan (CIP) for Affordable Housing and Sustainable Design. The purpose of the project is to establish financial tools and programs that incentivize the development of affordable housing and to provide for sustainable development in the City.


You are invited to attend a Virtual Public Open House and/or a Council Public Meeting to learn about this City-wide project and to provide your comments, see details below:

Subject Lands: The CIP will affect all lands within the municipal boundary of the City of Richmond Hill. Accordingly, no key map is provided.


Making a delegation at the Council Public Meeting: Any person or public body may attend in person or electronically by video conference or by phone. Pre-registration is not required to participate in person. Any person who wishes to register as an electronic delegation or submit written correspondence on the draft CIP must do so with the Office of the Clerk by 12 p.m. the day of the meeting by sending an email to clerks@richmondhill.ca or by submitting the City’s Application to Appear Before City Committees or Council form. Please ensure that you include your name, contact number and address.

Appeal: If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Richmond Hill to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to City of Richmond Hill before the draft Community Improvement Plan is adopted, the person or public body is not entitled to appeal the decision.


If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Richmond Hill before the draft Community Improvement Plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.


If you wish to be notified of the decision of Council of the City of Richmond Hill in respect to the adoption of the Community Improvement Plan (File No.: CIP-24-0001), you must make a written request to the City Clerk, The Corporation of the City of Richmond Hill, 225 East Beaver Creek Road, Richmond Hill, Ontario L4B 3P4 or by e-mail at clerks@richmondhill.ca.

Registration for the virtual public open house is available at the City’s CIP for Affordable Housing and Sustainable Design webpage at RichmondHill.ca/CIP-AHSD.

A copy of the draft CIP and related information will be available on this webpage commencing June 5, 2024. The Staff Report will be available one week in advance of the Council Public Meeting.

You can email the Office of the Clerk at clerks@richmondhill.ca for an electronic copy, to obtain more information regarding the public meeting and to provide written comments. Please note that all comments will become part of the public record.


Notice of Collection: Personal information is collected under the authority of the Planning Act, R.S.O. 1990, c. P.13; and may be contained in an appendix of a staff report, published in the meeting agenda, delegation list, and/or the minute of the public meeting, and made part of the public record. The City collects this information in order to make informed decision on the relevant issues, and to notify interested parties of Council’s decision. It may also be used to serve notice of an Ontario Land Tribunal hearing.

The name, address, and other information contained in the submitted letter will be made available to the public and form part of the public record. The disclosure of this information is governed by the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c.M.56.
